The Indonesia Coral Reef Rehabilitationand Management Project (COREMAP) is the first operationsupported by the World Bank to focus exclusively on coralreef ecosystems. COREMAP is being implemented in 10provinces over 15 years, during which period the communitiesare given incentives, training, and resources to protect thecoral reefs. Social Development best practice elementsidentified in this project were: 1) Participatory processesin preparation and implementation; 2) Institutionalizedmechanisms for decentralized implementation; and 3) Ongoingmonitoring and evaluation of social development outcomes bythe government and community. Specific lessons learned were:Participation of local communities in project design buildssustainability and leads to greater ownership. Creatingpartnerships between local universities and NGOs supportsproject implementation. Capacity building on the local levelenable communities to participate in ecosystem management.Establishing conflict resolution mechanisms facilitatesaccess of different user groups to natural resources.
