The Morocco Social Priorities Programincorporates three complementary projects, one of which isthe Basic Health Project. These projects are beingimplemented simultaneously in the 14 poorest provinces, inwhich 27 percent of the total population and 43 percent ofthe rural population live. The overall objectives of theSocial Priorities Project are to assist the government toimplement its strategy to increase access of the poor tobasic social services, enhance social protection, and createnew opportunities for the poor to participate ineconomically productive activities. Social Development bestpractices were recognized as:the multi-dimensionalapproach to poverty reduction aimed at enhancingopportunities, capabilities, empowerment, and security ofthe poor; Participatory processes in implementation;organizational and institutional decentralization; andongoing monitoring and evaluation of social developmentoutcomes by the government and community.
