【 摘 要 】
The author examines the BulldozerInitiative in Bosnia and Herzegovina, an innovative reformmethodology that successfully overcame the lack of politicalwill and capacity at the government level through abottom-up approach. Using an innovative grassroots andpublic awareness methodology, the initiative mobilized thelocal business community to bulldoze barriers by identifyingconcrete legislative changes and advocating for theiradoption and implementation. By delivering fast results-50reforms in 150 days-the initiative won the confidence ofentrepreneurs and empowered them to institutionalizepermanent grassroots reform committees. The force of thislobby group created political will by putting publicpressure on the politicians to do their part to enact thereforms. Most important, it carried investment climatereform the last mile by delivering concrete, quantifiableresults in all sectors of the economy. Over time, theinitiative is establishing a dynamic of reform andpublic-private partnership that will facilitate the tacklingof more complicated structural reforms. Complementing thesystemic approach and framework reform efforts ofgovernments and international agencies, competitivenesspartnerships mobilize the local business community tocatalog concrete problems across the full spectrum ofinvestment climate concerns, pinpoint solutions, campaignfor their adoption, and follow up on reform implementation.The author attempts to determine the applicability ofcompetitiveness partnerships to different settings bymodeling the interactions between several key successfactors, thus providing a pertinent tool for developmentprofessionals, government officials, and private sectoradvocates who wish to establish a renewed implementationdynamic through this kind of results-oriented reform process.
