In Rwanda, postwar poverty iswidespread, especially in the rural regions. The WorldBank-supported Rwanda Community and Reintegration andDevelopment Project is a best practice example of promotingthe social and economic integration of the poor amid ethnictensions in a post-conflict situation. This project embodiesSocial Development best practice elements, identified asMulti-dimensional approach to poverty reduction aimed atenhancing opportunities, capabilities, empowerment, andsecurity of the poor; institutionalized mechanisms forparticipation and decentralized implementation; and ongoingmonitoring and evaluation of social development outcomes bythe government and community.
