There have been important developmentsin the decentralization of the government structure inTurkey since the early 1980s. This paper examines economicdevelopment and growth in Turkish provinces. Although thereis a rich literature on the economic effects of governmentdecentralization from both developed and developingcountries, these effects have not been examined widely inthe context of Turkish local governments. The authors firstdescribe changes since the early 1980s and recent reformefforts. They then provide an empirical analysis of theeffects of decentralization in Turkish provinces usingcross-sectional and panel data approaches. The panel datasetconsists of 67 provinces from 1976 to 2001. The analysisexamines whether variations in local decentralization acrossthese provinces and across time have had a significantimpact on economic development and growth in thoseprovinces. The findings suggest a weak negative economiceffect of decentralization through a number ofmunicipalities per capita. However, the findings do not showany significant impact from the creation of new provinces byseparation from the existing ones.
