This paper reports on a rapid assessmentof Malawi’s integrated social registry, known as the UnifiedBeneficiary Registry (UBR). The timing of the assessment wasripe given the upcoming round of continued expansion of theUBR and a planned shift in registration targets (from 50percent to 100 percent of households). As such, theobjectives of this assessment are to: (a) review the UBRexperience to date; (b) identify strengths and areas forimprovement; (c) provide short-term recommendations tosupport the upcoming expansion, including implementationadaptations that would be needed to accommodate the revisedregistration targets; and (d) support the longer-termstrengthening of the UBR. While primary audience for thispaper includes the core stakeholders in Malawi, the reportis also of potential interest to other countries interestedin developing social registries and/or carrying out socialregistry assessments.
