The World Bank supported the communitynutrition project (CNP) in the Lao People’s DemocraticRepublic (PDR) from 2009 to 2013, ostensibly to respond tothe global food crisis of 2007-08. The evaluation finds anattributable effect on only one of the six formal projectindicators: children in intervention areas were more likelyto receive full diphtheria, pertussis, and tetanus (DPT)vaccines. This impact evaluation seeks to address whetherthe CNP can make causal claims to improving indicatorsrelated to its six stated project development objectivemeasurements for mothers and children under two years old:antenatal care visits, institutional delivery, well-childcheckups, breastfeeding, immunization, and diarrhea oralrehydration solutions. The results of quasi-experimentalimpact evaluation methods indicate that although generaleffects for these outcomes are mixed, the project showsimprovements for the poorest 40 percent of the population.
