The purpose of this discussion paper isto assist countries in exploring synergies in servicedelivery and disease dynamics that can positively affectboth non-communicable diseases (NCDs) and the MillenniumDevelopment Goals (MDGs). The paper examines the challengescountries face in addressing both infectious andnon-communicable diseases, and highlights examples ofintegrated interventions in addressing this double burden ofdisease. Many low- and middle-income countries are facedwith a rising burden of NCDs while working to improve healthoutcomes to meet health-related MDGs. This dual challengetakes place in an environment of increasingly limitedresources, which is why the efficient integration ofprevention, diagnosis and treatment of NCDs with MDG-relatedactivities will be, in many instances, the best option thesecountries will have to address such challenges. Brazil’sFamily Health Program and Turkey’s Health TransformationProgram provide useful examples to draw on, and have beenhighlighted in this paper. Both programs have demonstratedimpressive results, which can serve as an impetus forcountries to take action.
