【 摘 要 】

The growing importance of services tradefor countries across the world is well-documented in theservices and trade literatures. At the same time, regulatoryand administrative barriers to the movement of servicesuppliers to deliver services internationally have resultedin very low shares of "Mode 4" trade in totalservices trade. Against this background, this paperconceptualizes an agenda for trade facilitation in servicesas it would apply to the movement of natural persons. Italso provides descriptive statistical evidence from theOrganisation for Economic Co-operation andDevelopment's Services Trade Restrictiveness Indexdatabase. The paper differentiates between regulatorymeasures that may improve transparency or facilitate accessfor service providers and those measures that impede Mode 4trade as well as the administrative, financial, and economiccosts of compliance with such measures.
