【 摘 要 】

In 2016, the Government of Indiaproposed negotiations on an agreement to facilitate trade inservices to complement the 2013 World Trade OrganizationTrade Facilitation Agreement in goods. The proposal did notfind much support, but plurilateral talks launched in 2017on various policy areas encompass areas that are veryrelevant from a services trade facilitation perspective.This paper argues that participating in the currentplurilateral talks can do much to achieve services tradefacilitation objectives by identifying good regulatorypractices. Although elements relevant to services tradefacilitation are on the table in the World TradeOrganization, there are important gaps. Identifyingpriorities for complementary international cooperation tofacilitate trade in services on a plurilateral basisrequires initiatives that bring together governments,services industry associations, and sectoral regulators.
