【 摘 要 】
Beyond their key contribution to valuechains in all sectors, services represent a centrallyimportant source of economic and export diversification.This paper discusses how to promote trade in services as achannel for growth, employment, and diversification byassessing services trade costs and identifying policies thatcontribute to their reduction: a concept termed tradefacilitation in services. It summarizes the latest researchon the costs facing trade in services beyond discriminatorymarket access and national treatment and finds that theseare high. It proposes measures that could fall under thescope of a potential trade facilitation in services agenda,namely: (i) streamlining processes and procedures used inadministering regulatory policies aside from the policyitself, (ii) improving access to information on regulatorypolicies (that is, transparency), and (iii) boosting theefficiency of governance structures for regulators that setpolicies affecting trade in services.
