Systematic assessments of the quality ofcare provide a platform for taking stock of achievements,identifying gaps, and having an informed discourse on theway forward. However, data-driven comprehensive assessmentsof the state of quality in the Kyrgyz Republic are lacking,despite much anecdotal evidence on poor quality of care.This report will be the first attempt at bringing togetherdifferent datasets and sources of information to provide acomprehensive data-driven view of the state of quality inthe country, with international benchmarking of the Kyrgyzdata as and when appropriate. This report will describe thesocioeconomic context in the country with a focus on healthfinancing and outcomes in its first chapter. In the secondchapter, the current state of quality in the Kyrgyz Republicwill be evaluated using the quality measurement frameworkproposed by Donabedian. Findings from the assessment willinform key conclusions and policy recommendations in thefinal chapter of the report.
