This paper summarizes the WorldBank's knowledge on open, participatory, and responsivegovernance. It offers a rethinking and broadening of theterm "open government" in light of the World BankGroup's Strategic Framework for Mainstreaming CitizenEngagement in World Bank Group Operations and WorldDevelopment Report 2017: Governance and the Law. Thebuilding blocks of open government are documented based onexperience and growing trends. The paper also tries toidentify new frontiers and presents a summary of actionsteps for advancing the open, participatory, and responsivegovernance agenda within the World Bank.
