This paper explores questions related totrust in government and citizen engagement based on aliterature review and consultations with experts and WorldBank practitioners. The authors unpack the understanding ofwhat trust is by shedding light on different types of trustand their measurements, explore the relationship betweentrust and citizen engagement, briefly discuss whatgovernments can do to improve their citizens' trust ininstitutions, and conclude with areas for furtherexploration. This paper suggests trust in government andcitizen engagement form a mutually reinforcing,interdependent dynamic in policy formation that is affectedby common attributes and affect development outcomes andeffectiveness.
