Total Sanitation Campaign (TSC) launchedby Government of India has been the cornerstone of adecentralized, incentive based approach to achieve ruralsanitation objectives. The scheme has developed strategiccomponents to ensure coverage of sanitation facilitiesthrough financial and programmatic support for households,and for institutional and community sanitation. Constructionof toilets needs to be complemented with mechanisms of wastehandling to ensure a safe and hygienic environment in therural areas. Safe disposal of solid and liquid waste is amajor step on the sanitation ladder where communities havebegun to successfully tackle. Government at present hasspecific provision for solid and liquid waste management(SLWM) as an important component under TSC. The Ministry ofDrinking Water and Sanitation has been continuously updatingtechnical notes on rural sanitation to reinforce the qualityof interventions. The Hand Book on scaling up solid andliquid waste management in rural areas gives a very usefulinsight on the planning, construction, operation andmaintenance of SLWM units in a sustainable way. The efforthas been to make a comprehensive document that is userfriendly for planning and executing agencies.
