This paper entitled with MunicipalFinancing Delivery Model in Quezon City,Philippines, is onein a series of seven knowledge products produced by ESMAP inan attempt to help cities work through the challengesassociated with implementing LED public lighting programs.The publications include six case studies and a synthesisreport which summarizes the case studies. Each case studydescribes the context in which decisions were made, thenrecounts the problems encountered andsolved to realize theimplementation of the programs. The challenges includereal-life examples of: cities managing to attract privatesector participants toprovide necessary financing andtechnical expertise; programs implemented in municipalitiesthat are not credit worthy and have limited policy andinstitutional support; small municipalities of about 2,500residents as well as cities with several million residents;cities managing perceived risks; and cities effectivelyhandling the measurement and verification of electricitysavings accruing from the implementation of more efficient LEDs.
