【 摘 要 】

This paper reviews the performance ofthe Russia Local Initiatives Support Program (LISP) as aninstrument for directly addressing the needs of thepopulation to access socioeconomic infrastructure, forincreasing public confidence in self-governance frameworksand institutions through dialogue and community budgetingconsultations, and for strengthening the capacity for localself-governance. The paper does this by looking athistorical and survey data from the implementation of theLISP methodology as part of regional programs in Russia.
