The international development communityhas used the World Bank's Statistical Capacity Indexsince its inception in 2004. The Sustainable DevelopmentGoals create new challenges for national statistical systemsto produce high-quality and internationally comparable data.This paper reviews measurement methodologies, posits desiredattributes, and presents theoretical and empiricalframeworks for the new, improved index to monitor progressin the statistical capacity of nations. The paperillustrates the properties of the updated index with globaldata from 2016.
