【 摘 要 】
Disruption of infrastructure servicescan cause significant social and economic losses,particularly in the event of a natural disaster. The WorldBank Group and the Government of Japan established theQuality Infrastructure Investment Partnership to focusattention on the quality dimensions of infrastructure indeveloping countries, with a focus on promoting disasterresilience. Moreover, to support infrastructure investmentdecision making for sustainable and resilient development,the World Bank and Kyoto University have operationalized keyresilience concepts at the project level and developedquantitative indicators capturing key aspects ofinfrastructure resilience related to the road transportsector. These indicators estimate resilience, expressed asfunctionality loss and recovery time across four dimensions:travel time, economic benefit, provision of life-savingservices, and provision of relief goods. The paper appliesindicator calculations to three case studies of proposedbypass roads in Japan and provides an example comparison ofcalculated indicators across the three projects for eachresilience dimension. Further piloting of the approach willhelp refine the indicators, test their relative utility indecision making, and offer a better understanding of thedata and analytical demands.
