Toward Labor Market Policy 2.0 : The Potential for Using Online Job-Portal Big Data to Inform Labor Market Policies in India

【 摘 要 】

Economists and other social scientistsare increasingly using big data analytics to addresslongstanding economic questions and complement existinginformation sources. Big data produced by online platformscan yield a wealth of diverse, highly granular,multidimensional information with a variety of potentialapplications. This paper examines how online job-portal datacan be used as a basis for policy-relevant research in thefields of labor economics and workforce skills development,through an empirical analysis of information generated byBabajob, an online Indian job portal. The analysishighlights five key areas where online job-portal data cancontribute to the development of labor market policies andanalytical knowledge: (i) labor market monitoring andanalysis; (ii) assessing demand for workforce skills; (iii)observing job-search behavior and improving skills matching;(iv) predictive analysis of skills demand; and (v)experimental studies. The unique nature of the data producedby online job-search portals allows for the application ofdiverse analytical methodologies, including descriptive dataanalysis, time-series analysis, text analysis, predictiveanalysis, and transactional data analysis. This paper isintended to contribute to the academic literature and thedevelopment of public policies. It contributes to theliterature on labor economics through application of bigdata analytics to real-world data. The analysis alsoprovides a unique case study on labor market data analyticsin a developing-country context in South Asia. Finally, thereport examines the potential for using big data to improvethe design and implementation of labor market policies andpromote demand-driven skills development.
