【 摘 要 】

In 2011, the World Bank Group commenceda multiyear program designed to support countries insystematically examining and strengthening the performanceof their education system. Part of the World Bank’s newEducation Section Strategy, this evidence-based initiative,called SABER (Systems Approach for Better EducationResults), is building a toolkit of diagnostics for examiningeducation system and their component policy domains againstglobal standards and best practices of countries around theworld. The objectives of this report are to examine thesystem according to key policy areas, identify successes andchallenges in the system, and provide recommendations tosupport the advancement of EMIS in Solomon Islands.Recommendations and activities aim to improve overall EMISfunctionality in a sustainable and effective manner toensure better access and use of information for decisionmaking, planning, and student learning. This profilesummarizes key points are as follows: Institutionalizationof EMIS as the core management information system of thegovernment will require strong policies and a dedicated EMISbudget.The policy should include clearly outlinedmandatory practices to be adopted by various educationstakeholders at each level of the education system. Effortsshould be made to improve the local capacity of EMIS staffby investing in their professional development activities.EAs should be involved in the process of data collection,processing, and dissemination. The type of data collectedand indicators produced by EMIS must be reviewed and furtherdeveloped to include student level data. Integration ofother education databases into EMIS will result in moreeffective utilization of education data for decision making.EMIS needs to be supported by regular internal and externalaudits to improve the accuracy of data collected andutilized indecision making. The quality of feedback reportssent to schools should be enriched with more relevant microlevel information on school performance. Clearly articulateddata utilization and dissemination strategies need to bedeveloped, including processes to ensure the timelyproduction of an annual statistics handbook, as well asadditional utilization and dissemination opportunities suchas pamphlets and web-based portals.
