This toolkit, commissioned by infoDev, aglobal partnership program within the World Bank, providesguidance on how to develop business analytics, measuring andlearning from the performance and effects of mobileapplication labs (mLabs) and mobile social networking hubs(mHubs). It was made for managers of tech hubs. Dozens oftech hubs have emerged over the last few years across theglobe. Managers of these innovation and entrepreneurshipenablers grapple with problems that infoDev has experiencewith. This toolkit takes lessons that infoDev has gatheredfrom its own tech hub pilots, mLabs and mHubs, and applythem to tech hubs in general. The toolkit is especiallyuseful for current and future mLab and mHub managers. mLabsand mHubs are tech hubs established through grantsadministered by the infoDev Digital EntrepreneurshipProgram. infoDev is committed to supporting the analyticalcapacities of mLabs and mHubs. This toolkit is part of thatagenda. It will help grantees to improve localimplementation while setting a common framework on how tocollaborate with infoDev on business analytics andperformance measurements. The third target audience ismobile innovation specialists at other World Bank units andother development organizations, who design impact andmeasurement frameworks for tech hubs. Given the recent risein numbers of tech hubs, international developmentorganizations are exploring if and how they can be employedto achieve socio-economic development impact goals. Inparticular, tech hubs’ flexibility and diverse potentialeffects have sparked interest but have also caused problemsfor specific and concrete analysis and projection of hubs’effects and impact. This toolkit addresses thiscomplication. All elements of the toolkit that speak ofinfoDev’s role in facilitating and coordinating with mLabsor mHubs on business analytics processes can be seen as usecases with potential for replication and adaptation bypractitioners and decision makers of other developmentorganizations, including relevant units of the World Bank.
