Evidence on the impacts of many teacherpolicies remains insufficient and scattered, and the impactof many reforms depends on specific design features. Inaddition, teacher policies can have very different impacts,depending on the context and other education policies inplace. A new tool, systems approach for better educationresults (SABER) - teachers, aims to help fill the gap bycollecting, analyzing, synthesizing, and disseminatingcomprehensive information on teacher policies in primary-and secondary-education systems around the world. SABER -teachers collects data on 10 core teacher policy areas tooffer a comprehensive, descriptive overview of the teacherpolicies that are in place in each participating educationsystem. To offer informed policy guidance, SABER - teachersanalyzes the information collected to assess the extent towhich the teacher policies of an education system arealigned with policies shown by research evidence to have apositive effect on student achievement. This report presentsresults of the application of SABER - teachers inMozambique. It describes Mozambique’s performance for eachof the eight teacher policy goals, alongside comparativeinformation from education systems that have consistentlyscored high results in international student achievementtests and have participated in SABER - teachers.
