Evidence on the impacts of many teacherpolicies remains insufficient and scattered, and the impactof many reforms depends on specific design features. Inaddition, teacher policies can have very different impacts,depending on the context and other education policies inplace. Systems approach for better education results (SABER)- teachers is a tool that aims to help fill the gap bycollecting, analyzing, synthesizing, and disseminatingcomprehensive information on teacher policies in primary andsecondary education systems around the world. To offerinformed policy guidance, SABER-teachers analyzes theinformation collected to assess the extent to which theteacher policies of an education system are aligned withpolicies shown by research evidence to have a positiveeffect on student achievement. SABER-teachers collects dataon 10 core teacher policy areas to offer a comprehensive,descriptive overview of the teacher policies in place ineach participating education system. The eight teacherpolicy goals are functions that all high-performingeducation systems fulfill to a certain extent to ensure thatevery classroom has a motivated, supported, and competentteacher. This report presents the results of the applicationof SABER-teachers in Romania. It describes Romania’sperformance for each of the eight teacher policy goals,alongside comparative information from education systemsthat have consistently scored high results in internationalstudent achievement tests and have participated in SABER-teachers.
