【 摘 要 】

Despite the importance of the publicprocurement market, little effort has been made tosystematically and consistently collect reliable statisticson a number of critical dimensions. To date, no attempt hasbeen made to collect comparable statistics on the size ofpublic procurement in economies around the world. While dataare publicly available for High-income economies, for therest of the world, data and studies are scarce. However,public procurement is as important in developing countriesas it is in advanced economies. Governments in developingcountries are significant purchasers of good and services,and these markets represent huge opportunities to enhancecompetition and development. Low-income countries have thehighest share of publicprocurement in their economies, at14.5 percent of GDP, followed by upper-middle incomecountries, at 13.6 percent, as data from government sourcesor international development institutions indicate.International statistics fall short in systematically andcomparably capturing a number of other important dimensionsof public procurement, including the regulatory and legalenvironment, risks and costs, quality and efficiency ofservice delivery, transparency and competition.
