This report aims to provide an objectiveassessment of the condition of Rwanda's infrastructuresectors and of the institutional and policy frameworks thatare associated with them. It also provides a clear route mapfor infrastructure sector reform, as well as highlightingboth the opportunities that exist for the private sector andthe role that the donor community can play in assisting theGovernment with establishing priorities in infrastructure.
