Afghanistan is a deeply fragile andconflict affected state. It has been in almost constantconflict for over 35 years since the Soviet invasion of1979. Today the country is at a crossroads in itsdevelopment with economic growth down sharply and povertyincidence stubbornly high. Afghanistan faces tremendousdevelopment challenges. Gross domestic product (GDP)per-capita is among the lowest in the world, poverty is deepand widespread, and social indicators are still at very lowlevels. The new government has declared its commitment toaddress Afghanistan’s development challenges, through itspaper realizing self-reliance: commitments to reforms andrenewed partnership presented at the London conference inDecember 2014. The purpose of this systematic countrydiagnostic (SCD) is to provide an evidence-based diagnosticwithin an objective framework to help in the identificationof development priorities. Countries in conflict often facerapidly evolving circumstances and flexibility to adjustquickly is a necessity. The SCD is thus intended to setforth a broad and flexible framework for thinking aboutchoices, prioritization, and sequencing.
