This assessment presents a synthesis ofanalysis to contribute to the definition of a lower carbonand greener growth path for Romania to 2050. The objectiveof Romania’s green growth path is to implement mitigationactions and undertake needed adaptation while preservinggrowth and employment. Romania has maintained a steadygrowth in output while containing the growth of itsgreenhouse gas (GHG) emissions. From now to 2050, realincomes in Romania are expected to continue to grow, and itscarbon emissions are expected to continue declining. Romaniacan meet the targets of the green scenario with only modestcosts to growth and employment, European Union (EU)emissions trading for energy-intensive sectors sets auniform price for GHG allowances, which generates anefficient allocation across countries of mitigation actionsin those sectors. The difficulty of meeting the tightertargets for mitigation set out in the green and super greenscenarios will be eased significantly by improvements inenergy efficiency. Proactive measures to promote smart urbandevelopment in Bucharest and other urban areas, includingmore compact city design, transport-oriented developmentthat changes modal-split, upgrades to a more efficientvehicle stock, and policies promoting building efficiencyupgrades, can deliver sizable reductions in annual energyspending and emission levels.
