Guinea’s ITC sector, the pilot projectfor the establishment of a national digital identificationsystem must be more clearly defined; clarification isrequired regarding the status of the project signed at theend of March 2015, for the establishment of a civil registryand the production of National Identity Cards.Notwithstanding the solution chosen by the Guineanauthorities, the terms of reference must be drafted in sucha way as to ensure that: the needs of all sectors are dulytaken into account; the right of all to civil registrationis respected; resources already invested are re-utilized;the system to be put in place is perfectly well organizedand in conformity with an existing legal framework, or oneto be defined; the system will be interoperable; the systemis sustainable.a comprehensive assessmentof eID initiatives,in order to avoid launching an eID project in anuncoordinated manner. Therefore, the National DigitalIdentification Register, herein after referred to as theProject, must constitute the backbone of allservices tocitizens and be a flagship project in the area of civilregistration. The most difficult phase of the Project is theinitial development of the register, which must beconstituted while ensuring that the rights of all citizensare respected. This may only be achieved if there is fulltransparency at all stages of the process and if allcitizens understand the issues involved. As part of thepreliminary study on the implementation of a nationaldigital identification system, we have conducted an analysisof the current situation, gathering information on systemsalready in place or in the process of implementation, aswell as the needs of the various Ministries. This reportshould serve as the basis for recommendations to be made forthe implementation of a national digital identificationsystem. This document is intended for all stakeholders whohave participated in this study. It could be used in theevent of arbitration by the Guinean authorities in relationto the development and implementation of the Project.
