The report is organized as follows.Section two reviews the identity ecosystem in Morocco. Thesection discusses in detail five identification programsthat seem to have complementary strengths and that can beconsidered as assets. These are the national identity(CNIE), the civil register, the children school register(MASSAR), the register of health assistance (RAMED), and thesocial security register (CNSS). Section three, provides aglobal analysis of the data collected and highlights thefindings within a holistic view. Section 4 presents someoptions that may be explored to improve the identificationsystems in the country. In annex one, the color codedperformance matrix for the What Matters factors is given forreference. The methodology of the research is brieflypresented in annex two along with the raw data collectedthrough the SPA ID Questionnaire tool, and in annex threesome population data from HCP that is used in this report isprovided for convenience. It is important to emphasize thatin developing options for consideration we worked within theconstraint of leveraging existing assets and avoidedstrategies that would result in activities that overlap withwhat has been done in the past. This is particularly truefor enrollment of the population, which is a costly process.This approach recognizes the need to leverage the existingenrollment databases and procedures.
