【 摘 要 】

Identification schemes are key enablersfor the effective delivery of services and more broadly forthe quality of engagement between a country’s government andits citizens. Legal identity is now recognized as anessential element of development; target 16.9 of theSustainable Development Goals (SDGs) refers to the provisionof universal legal identity, including through birthregistration, by 2030. Legal identity is central to therights set out, for example, in the Declaration of HumanRights and the Convention on the Rights of the Child. Inaddition, effective identification is important for at leastten of the other SDGs. This assessment of Kenya’s ID systemwas undertaken under the umbrella of the World BankIdentification for Development (ID4D) initiative. Itsgeneral objective is to map out the system, identify its IDassets and suggest areas where they can be strengthened.More specifically, the Bank is engaged in supporting anumber of transfer and similar programs that placeparticular demands on identification systems through theNational Safety Net Program for Results and is alsofinancing the Kenya Transparency and CommunicationsInfrastructure (KTCIP) project to scale up digital inclusionand e-Government. This project includes the digitization ofregistration data. In order to address these issues a WorldBank mission visited Kenya May 18–28. Its broad objectivewas to better understand the nature and capabilities ofKenya’s ID system, its role in development and how best towork with the country to strengthen this. The mission alsosought to assess the ID system from the perspectives of theidentification needs of the operational engagements andtheir current and potential role in strengthening the systemof civil registration and identification. The mission metwith stakeholders from both the supply and demand sides ofthe ID system and thanks the Government of Kenya forfacilitating open and comprehensive discussions.
