The paper identifies failings andknowledge gaps relevant to the implementation of regulatorygovernance initiatives, and it discusses how lessons alreadylearned can guide reformers and donor organizations in theircontinued efforts to promote sustainable growth and privatesector development through better and more efficientregulation. Following the executive summary and thisintroduction, the paper is divided into the followingsections: regulatory governance - what is it? This sectiondefines and introduces basic concepts of regulatorygovernance. Regulation and economic growth - in thissection, the links between regulatory governance reforms andeconomic growth are clarified. Major building blocks of aregulatory governance system - this section explores themain building blocks of a regulatory governance system andhighlights elements of relevance for developing countries.Application of regulatory governance tools and approaches indeveloping countries. This section summarizes the pros andcons for applying regulatory governance tools in developingcountries, and summarizes the recorded results andexperiences with regulatory governance tools in threedeveloping countries. Looking ahead: should donors andgovernments invest more in regulatory governance? The paperconcludes with the lessons learned and not yet learned, andchallenges ahead for the regulatory governance agenda indeveloping countries.
