The systematic country diagnostic (SCD)of Mauritania seeks to identify key constraints and priorityinterventions needed for the country to achieve the twingoals of the World Bank Group: (i) ending extreme poverty;and (ii) improving shared prosperity among the poorest fortypercent of the population (the bottom 40). The analysissteps back from the World Bank Group’s existing portfolio toconduct a broad overview of the country’s socioeconomicdevelopment. The SCD is designed as an analytical input forstakeholders to debate development priorities. It wasundertaken during the period in which the government wasdeveloping a new accelerated growth and shared prosperitystrategy (strategie de croissance acceleree et prosperitepartage, SCAPP). The diagnostic draws on an extensiveknowledge base and presents findings and conclusions in anaccessible format geared towards stimulating dialogue withthe authorities and relevant stakeholders. The SCD isderived principally from the wealth of recent analysis bythe World Bank Group and other sources. While studies wereundertaken during the course of the SCD preparation tocomplement the existing analytical knowledge base, importantknowledge gaps remain. The SCD identifies these gaps andpresents a range of issues for further analysis.
