Since the collapse of the Soviet Union,Belarus has pursued a gradual transition path characterizedby slow opening of the economy to the private sector and alimited reform of the governance system of state-ownedenterprises (SOEs). This systematic country diagnostic (SCD)demonstrates that there is a window of opportunity toproactively lay down foundations towards a new vision - acompetitive, inclusive, and dynamic Belarus. At the core ofthis new vision is managing a transition to a new growthpath that is sustainable and inclusive. The SCD hasidentified seven key priorities for achieving furtherprogress towards the twin goals in Belarus. The report isstructured as follows: chapter one describes trends inpoverty reduction and in shared prosperity and examines theconjecture that economic growth was the main determinant ofimprovements in income distribution. Chapter two analyzesthe sustainability of economic growth and incomedistribution gains. Chapter three sketches a vision ofsocio-economic development for Belarus in the next decadeand formulates three pathways towards the sustainable andinclusive growth of an internationally competitive economy.Chapter four describes priority actions to achieve that vision.
