This Basic Education Public ExpenditureReview (PER) was performed at the request of the GoB toassess fiscal expenditure in education and providerecommendations that could improve the performance of thecountry’s school system. More specifically, the PER assessedthe adequacyand sustainability of public education spending,the efficiency and effectiveness of resourcesused, theequity of education expenditures, and key management andgovernance issues in theeducation sector. The analysisfocused on the efficiency of budget allocations acrosseducationlevels and regions; educational outcomes, includingstudent progression and dropout rates; cognitive outcomes,as measured by national examinations and assessments; equityof access; resources and outcomes across regions; gender andincome groups; and the institutional context.
