The Ministry of Education, Youth andSport (MoEYS) and the Ministry of Economy and Finance (MEF),together with key Development Partners, conducted a PublicExpenditure Tracking Survey (PETS) and Quality of ServiceDelivery Survey (QSDS) for the education sector in Cambodia.PETS identify resource use and leakages by examining flowsof funds and materials from the central government to localservice providers via regional and local governments. QSDSare multi-purpose surveys that examine the efficiency offrontline service delivery and the dissipation of resourcesby collecting information on service providers and variousagents in the system. Several PETS were conducted inCambodia in the 2005-2013 period. They generally foundleakage to be low but the timeliness and consistency offunds delivery to service providers to be poor. ThisPETS-QSDS will assist the Royal Government of Cambodia inits aim to improve the efficiency and effectiveness ofpublic service delivery through several key reforms. Theeducational structure of schooling in Cambodia is six yearsof primary, followed by three years of lower secondary thenthree years of upper secondary. Prior to primary, there isat least one year for pre-school education. Cambodia alsohas technical and vocational education, which commencesafter completion of grade 9. Higher education commencesafter grade 12.
