【 摘 要 】

This report presents a framework forstrengthening the effectiveness and efficiency of regulationof forestry and related sectors. It strives to identify andreduce regulatory burdens on private firms active in theforestry sector, while not compromising the objectives ofgovernment regulation. Illegal logging and deforestation,especially in developing countries, has significant impacton national and global forestry product markets, leading toincreasingly heavy regulation of forestry sectors-includingdownstream markets and processing industries. Heavyregulation places a disproportionate burden on SMEs andfrequently leads to regulatory failures, includingcorruption and reduced competition. As a result, manysmall-scale forestry and downstream private firms cannotcomply with regulatory requirements, and instead operateinformally. Reduced regulatory compliance leads to a failureto achieve intended and important social, economic, andenvironmental outcomes. The report is the first to assessthe forestry sector from a cross-cutting global regulatorygovernance perspective. It draws upon and synthesizes keythematic issues and lessons from available materials onforestry, and develops practical solutions based onproblem-driven adaption and good practices documented inregulatory governance literature. Based on this, it alsocreates a framework and toolkit using a selected andappropriate regulatory governance reform tools forapplication and further development.
