Regulatory policy is essential foreconomic growth and social welfare. Regulations are therules set by the state to govern the daily life of citizensand businesses. Regulatory policy, the prerogative toestablish these rules, is a key lever of state power. Polandhas made progress in improving the quality of its regulatoryprocesses, but important challenges remain. High qualityregulations are essential for a sound legal framework basedon certitude, legality, and transparency. The strategy forresponsible development (SRD) recognizes the importance ofregulation to stimulate economic activity in Poland. As themain policy document for economic transformation, the SRDidentifies shortcomings in the current development model andmakes proposals on how to address them. The strategy offersa good starting point to identify areas in which the WorldBank could engage with the Government of Poland to furthersupport the efforts to strengthen a sound regulatoryenvironment for business. This position paper aims at: (i)assessing some of the current efforts made by the Governmentof Poland in terms of regulatory policy, particularlyaffecting business; and (ii) identifying areas of potentialengagement between the World Bank and the Government of Poland.
