【 摘 要 】

The WBG’s Colombia Systematic CountryDiagnostic (SCD) analyzed key constraints and opportunitiesthat will impact Colombia’s development in the context ofthree defining country characteristics. They include uneventerritorial development, a long standing armed conflict anda growth process led by extractive industries. The ColombiaCountry Partnership Framework (CPF) proposes to addressthese complex development challenges with a flexible,six-year (FY16-21) engagement that builds on the strong andtrusted client relationship established over recent years.On the basis of client country demand, the developmentchallenges highlighted in the SCD, and World Bank Group(WBG) comparative advantage, the CPF focuses on eightcritical objectives to guide WBG engagement over the CPFperiod. These objectives are organized within three pillarsof engagement: (a) fostering balanced territorialdevelopment; (b) enhancing social inclusion and mobilitythrough improved service delivery; and (c) supporting fiscalsustainability and productivity. Cutting across all pillars,the CPF aims to ‘assist in constructing the peace’ inresponse to Colombia’s historic opportunity to reach a PeaceAccord after more than 50 years of conflict.
