【 摘 要 】

This Country Partnership Framework (CPF)covers the five-year period FY16-20. Anchored in thegovernment’s medium-term development plan as outlined in aJanuary 2015 Cabinet of Ministers Program of Action, it alsoreflects the analysis and recommendations of the World BankGroup’s (WBG) 2015 Systematic Country Diagnostic (SCD) forUzbekistan and the lessons learned from the CompletionReport of the previous CPS. The CPF’s objectives andprogram, which focus on developing the conditions for fasterjob creation, are consistent with the WBG’s twin goals ofeliminating extreme poverty and boosting shared prosperity.The Uzbekistan Systemic Country Diagnostic (SCD) identifiedten priority areas that would need to be addressed toeliminate poverty, boost shared prosperity, and enableUzbekistan to reach upper middle-income status. Thegovernment’s strategic objectives are for Uzbekistan toachieve upper middleincome status by 2030, implying incomegrowth averaging 6 percent annually, and in particular tocreate 500,000 jobs annually. Building country systems forstatistical, fiduciary, safeguard, and statistical capacityunderlie the foundation of this CPF. The CPF program willremain flexible as circumstances change and newopportunities may arise.
