Cambodia's Cross-Cutting Reforms : Public Financial Management, Decentralization, and Public Administration Reforms - Achievements, Coordination, Challenges, and Next Steps
This note analyzes the progress of threepublic sector reforms (Public Financial Management, PublicAdministration, and Decentralization and Deconcentration) inCambodia and describes how their design, implementation, andinstitutional arrangements can be better sequenced andcoordinated. It focuses on the overall public sector reformagenda rather than drill into the specifics of individualreforms. Options are identified to strengthen coordinationof the civil service, improve general policy sequencing, andmanage challenges within the three reform areas.Recommendations to deepen individual reforms are alsoprovided, in particular, to strengthen cross-cutting publicadministration improvements.
