The purpose of this policy note is toassess the current status of school-based management inelementary and high schools in the Philippines. The findingsreported in the note are based on a comprehensive survey ofthe public education system that tracked public educationexpenditure and assessed the quality of education services.The note shows that the key elements of an effectiveschool-based management system are in place. However,schools report that they are not yet implementing many ofthe key aspects of this system. Moreover, parents and localcommunities still play a very limited role indecision-making and in holding schools accountable. Giventhe ever increasing amounts of resources that schools nowcontrol and the need to give them more flexibility over howto use those funds, this note argues that the role ofrepresentative school governing councils could be expandedand efforts made by DepEd to increase awareness amongparents and education stakeholders of the useful role theycould play in supporting school-based management.
