【 摘 要 】
This note attempts to identify thefactors associated with differences in overall schoolperformance and efficiency. It draws on data from thePhilippines Public Education Expenditure Tracking andQuantitative Service Delivery Study (PETS-QSDS), whichtracked public education spending and assessed the qualityof the systems governing the use of these funds. The notealso draws on the findings from other policy notes in thisseries to identify the key factors that determine the linksbetween public spending and education outcomes. The notefound that school performance is related to several of thesekey factors including school governance and schoolinfrastructure. It also found that student and schoolcharacteristics, school-level accountability mechanisms, andsome teacher characteristics are associated with howefficiently schools can convert their financial, physical,and human resources into improved education outcomes.However, given the limitations of using cross-sectionaldata, the findings are not strong, and factors associatedwith good performance tend to vary a lot according to thelevel of education and the performance measures that werebeing analyzed. While more rigorous research is needed, thepolicy note provides tentative evidence that the factorsoften associated with better performance are not functioningeffectively in the Philippines.
