This report presents an analysis of howeffectively current policies in Senegal engage the privatesector in basic (primary and secondary) education. Theanalysis draws on the Engaging the Private Sector (EPS)Framework, a product of the World Bank’s Systems Approachfor Better Education Results (SABER). SABER collects andanalyzes policy data on education systems around the world,using evidence‐based frameworks to highlight the policiesand institutions that matter most for promoting learning forall children and youth. The rest of the report provides anoverview of SABEREPS, followed by a description of the basiceducation system in Senegal with a focus on the privatesector and government policies related to the privateprovision of education. The report then benchmarks Senegal’spolicy environment utilizing the SABER‐EPS Framework, andoffers policy options to enhance access and learning for allchildren in primary and secondary school.
