【 摘 要 】

In recent years, private sectorengagement in education, which includes a vibrant mix ofnon-profit, for-profit and faith-based organizations, hasgrown significantly around the world. In the last twodecades, the percentage of students in low-income countriesattending private primary schools doubled, from 11 percentto 22 percent. This growth in private provision is closelyconnected to the boom in access that has taken place inlow-income countries over the same two decades: primary netenrolment increased from 55 percent to 80 percent between1990 and 2010. SABER-EPS research in Bangladesh has foundthat access to primary education is nearly universal andthat retention rates of students to the last grade ofprimary school have increased significantly. However, in2012, only 48 percent of children enrolled in secondaryschool. At both the primary and secondary levels, qualityand equity are challenges. The private sector plays asignificant role in education at both levels. At the primarylevel, the range of school options is broad, with 24different types of institutions. The private sector accountsfor nearly a quarter of enrolments at this level. The restof the report provides an overview of SABEREPS, followed bya description of the basic education system in Bangladeshwith a focus on the private sector and government policiesrelated to the private provision of education. The reportthen benchmarks Bangladesh’s policy environment utilizingthe SABER-EPS Framework and offers policy options to enhanceaccess and learning for all children in primary andsecondary school. This report presents an analysis of howeffectively the current policies in Bangladesh engage theprivate sectorin basic (primary and secondary) education.
