Key elements for effective policy andregulatory framework on land that should be developedare:Ensuring proper human and financial resources arededicated to implementation of the NationalLand Use Policyand functioning of the National Land Use Council, Developingan effective land governance system based on the currentlegal framework while drafting of new laws tocover: (i)protections for customary user'’ tenure rights; (ii)the promotion of diverse agricultural practices such aslivestock breeding and aquaculture; (iii) directing landallocation policies to improve land access for marginalfarmers and landless households; and (iv) establishingprograms such as a model land administration offices withenhanced service delivery. Amendment of current land laws toexpand the roles of farmers and community members in landuse decision making. The promotion of the revised communityforest instruction, which broadly reinterpreted the forestlaw to remove restrictions on shifting cultivation toprotect customary land rights and to protect in communitydecision making on land use, allocation and possibleconversion to commercial use; including promotion ofcommunity forests and commercialization for inclusiveeconomic growth at the grassroots level.
