【 摘 要 】
This paper proposes a theory of urbanland use with endogenous property rights. Sociallyheterogeneous households compete for where to live in thecity and choose the type of property rights they purchasefrom a land administration which collects fees ininequitable ways. The model generates predictions regardingsorting and spatial patterns of informality consistent withdeveloping country cities. It also highlights non-trivialeffects of land administration reforms in the presence ofpecuniary externalities, possibly explaining why elites mayhave an interest in maintaining inequitable landadministrations that insulate them from competition for landfrom the rest of the population.【 预 览 】
