The Government of Afghanistan (GoA),with support from the World Bank (WB), is currentlydeveloping a resource corridor strategy. One key aspect ofthis strategy is addressing the social issues around themining sector and, more specifically, community benefitssharing. Through written and verbal exchanges withrepresentatives from the Afghan ministry of mines, a numberof issues have been highlighted. In this context, thispolicy note addresses the rationale for a community benefitssharing framework, the process and methodology of developingCommunity Development Agreements (CDAs), some major pointsthat should be considered in CDAs (relationship building,ongoing communications, and the process of working withcommunities), and the governance of CDAs.
