In 1992, the Government of Egyptendorsed its first National Environment Action Plan (NEAP)which marked a turning point in tackling the challenge ofenvironment and development in Egypt. NEAP was the firstpolicy instrument that has mobilized efforts and investmentsof both the Government and international donors towardsaddressing major environmental issues in this country, andbuilding its environmental infrastructure. An EnvironmentProtection Law was enacted in 1994, and a Minister of Statefor Environment Affairs was appointed in 1997, as the keyspokesperson in the Egyptian Council of Ministers. TheEgyptian Environmental Affairs Agency, the officialenvironmental operating agency, has expanded its functionsand responsibilities in all field of the environment. As aresult, the state of the environment has improvedparticularly in the provision of water supply, in wastewater treatment and solid waste management, and indecreasing air and water pollution.
