【 摘 要 】

The $623 million financing included thefirst long-term commercial loans for private power plants inKenya and marked the first time IDA guarantees were issuedin support of local investors. The guarantees minimized thegovernment’s contingent liabilities by limiting its exposureto two to three months of payments and guarantees. They alsohelped to ensure consistency and predictability ingovernment support for Kenya’s Independent Power ProducerProgram. Most important, they made possible the constructionof 298 MW of critically needed generation capacity.
